Roger E. Hartley and Jim Douglas won Jesse Burkhead Awards for best paper published in Public Budgeting and Finance for 2011 for their paper “The Fly Ball Effect: A Theoretical Framework for Understanding the Impacts of Short-Term Seed Grants.” Hartley is associate professor in the Department of Political Science and Public Affairs and director of the Master of Public Affairs Program. The paper was published in December. The award comes with $2,000 for each author and a trip to the Association of Budgeting and Financial Management Conference.
